ABOUT

The Conference "Personal Data Protection" is an annual event organized by Roskomnadzor.

Over the course of the Conference the current issues of all concerned parties, spanning representatives of the competent authorities and personal data operators to regular personal data subjects, will be discussed.

PURPOSE:

Exchanging information, professional experience, and opinions regarding issues related to personal data protection.

OBJECTIVES:

  • Opening a direct dialogue between a competent authority for personal data protection and personal data operators, leading telecommunication industry players, and online communities.
  • Discussing new ways of effective collaboration between state authorities and the business community to provide progressive growth of the telecommunication industry and information technologies.
  • Developing future-oriented proposals and initiatives regarding control and supervision of personal data protection, as well as mutually acceptable standards of enforcing legislative innovations in personal data protection.
  • Explaining special functions of the competent authority for personal data protection performed currently and in the future.

The exchange of international experience in the protection of the rights of subjects of personal data, setting new business contacts with foreign colleagues, the analysis of law practice, development of suggestions for regulatory scope of protection of the rights of personal data subjects.

SPEAKERS

  • Alexander Zharov
    Head of Roskomnadzor

    Zharov was born on August 11, 1964, in Chelyabinsk. In 1987, he graduated from the Chelyabinsk State Medical University. From 1987 to 1996, he worked within his specialty.

    From 1998 to 1999, Zharov was an advisor to the chairman of the board in RIA Vesti.

    From 1999 to 2004, he was a spokesman for the Ministry of Health of the Russian Federation.

    In January 2004, he defended his PhD thesis Healthy Lifestyle Promotion.

    From 2004 to 2006, he served as an aide and later as a spokesman of the Chairman of the Government of the Russian Federation M. E. Fradkov.

    In 2006, Zharov graduated from the Russian Presidential Academy of National Economy and Public Administration (Law Department).

    From 2006 to 2007, he worked as a Deputy CEO of the All-Russia State Television and Radio Broadcasting Company federal state unitary enterprise.

    From 2007 to 2008, Zharov headed the Public Relations, Information and Protocol Department of the Government of the Russian Federation.

    In 2008, he became a Deputy Minister of Communications and Mass Media of the Russian Federation.
    By the executive order No. 702-r of May 3, 2012, of the Chairman of the Government of the Russian Federation Vladimir Putin, A. A. Zharov was appointed as head of the Federal Service for Supervision of Communications, Information Technology, and Mass Media.

    A. A. Zharov speaks English and French.

    He is married with six children.

  • Antonina Priezzheva
    Deputy Head of Roskomnadzor

    Antonina Priezzheva was born in 1980, in Podolsk.

    In 2003, she graduated from the Moscow Psychological Social Institute with a degree in jurisprudence. In 2009, she graduated from the Russian Presidential Academy of National Economy and Public Administration, with a degree in state and municipal management.

    From 1999 to 2004, she worked in internal affairs agencies.

    From 2004 to 2008, Priezzheva held public offices in the Federal Tax Service.

    From 2008 to 2012, she was a head of the Regulatory Affairs Department, and a deputy head of the Administrative Regulatory Department of the Federal Service for Supervision of Nature Resources (Rosprirodnadzor).

    From 2012 to 2013, she worked in affiliated bodies of Roskomnadzor.

    Since October 2013, Priezzheva's been serving as the head of the Division For Legal and Methodological Support of Roskomnadzor's Department of Protecting the Rights of Personal Data Subjects.

    On March 12, 2014, she was appointed as deputy head of the Federal Service for Supervision of Communications, Information Technology, and Mass Media.

    She is a State Counsellor of the Russian Federation, Class 2.

    Priezzheva is decorated with a Medal of Merit of the Federal Bailiff Service (2010).

    She speaks English and Italian, and is married with a daughter.

  • Sergey Plugotarenko
    Director of The Russian Association for Electronic Communications (RAEC)

    From 1993 to 1996, Sergey Plugotarenko graduated from the Moscow Institute of Physics and Technology (the Department of Physical and Quantum Electronics).

    From 1996 to 1999, he majored as an applied mathematician at the Department of Applied Mathematics.

    In 2002, he became a leading expert in information and computer technology in the UNESCO Institute for Information Technologies in Education.

    From 2004 to 2006, he worked as a chief operating officer, and in 2007, he became the chief executive officer of the Runet Prize contest.

    In 2005, he became the senior deputy CEO of the Russian Association for Electronic Communications (RAEC).

    In 2007, Plugotarenko was elected as COO of the Regional Public Center of Internet Technology.
    From 2011 to 2013, he was a board member of the Coordination Center for TLD Internet RU/РФ.

    In 2010, he became the CEO of the Russian Association for Electronic Communications (RAEC).

    He was named the Man of the Year according to the ROTOR-2009 online award.

    He is an organizer and a programming director of many Russian online conferences, forums and Runet awards, including the following: Russian Internet Forum (RIF + KIB), Russian Internet Week (RIW), Runet Prize etc.

    He is also invited as an expert to various sectoral committees, working groups, and advisory councils for public authorities.

  • Rosendoevgueni Monterrey Chepov
    Сommissioner of the National Institute for Transparency, Access to Information and Personal Data Protection (INAI)

    Rosendoevgueni Monterrey Chepov holds a B.A. in Economics by Universidad del Valle de México. He studied Economy in the Center for Economic Research & Teaching.

    From October 2010 to May 2014, he was Commissioner President of the Institute for Transparency, Access to Public Information and Data Protection of the State of Mexico and its municipalities (INFOEM).

    In 2012, he was President of the Mexican Conference for Access to Public Information (COMAIP) and President of the Committee of the Registry of Social Witnesses of the State of Mexico. He also served as Head of information requests and appeals review in the Unit for Transparency and Access to Information of the Federal Electoral Institute, now National Electoral Institute; he also served as Transparency Coordinator and Head of the Unit of Information, Planning, Programming and Evaluation of the Ministry of Finance of the Government of the State of Mexico.

    In his career, he served as an advisor for the presidential campaign of Porfirio Muñoz Ledo, advisor of the Commission for the Study of State Reform and researcher of the Historical and Political Analysis Fund, CSO.

    He also worked in the Ministry of Internal Affairs as Technical Secretary of the National Institute of Historical Studies on the Mexican Revolution, advisor of the Unit for the Promotion and Defense of Human Rights, advisor to the Undersecretary of Political Development and Coordinator of the Unit for Transparency and Access to Public Information.

    He has published specialized articles in journals of national and international recognition.

  • Guy Willner
    Director of IXcellerate

    Guy Willner has over 20 years of leadership and enterprise in globally high tech companies. His data centre influence dates back to 1998 when he co-founded IXEurope. A leader in high-end data centre services IXEurope started by building its first data centre in Slough, setting the location for future data centre infrastructure.  Within 9 years IXEurope accelerated from one data centre in the UK to 14 throughout Western Europe. Guy raised approximately $100 million in venture capital as the CEO and the company’s revenue grew over 600% in its first 3 years. It was listed as Europe’s fastest growing company in 2002 Sunday Times Tech Track 100 and Guy received personal recognition as a semi-finalist in the UK’s Entrepreneur of the Year 2003. In 2007 IXEurope was acquired by Equinix Inc for $555 million.

    Prior to IXEurope Guy worked for Compagnie Generale des Eaux (Vivendi Group) between 1992 and 1998 both in the UK and in Hungary establishing a telecommunications operator culminating in $210 million EBRD funding.

    His career within the technology industry began with Philips NV in Paris and Vienna working in CDROM, Smart Card and Minitel technologies.

    After IXEurope Guy continued to support and interest in the datacentre industry with a focus on emerging markets. In Johannesburg Guy invested alongside the IFC (World Bank) in Teraco, overseeing its progress to become the main hub in South Africa with the largest peering point on the African continent, NAPAfrica. The company was recently acquired by Permira.

    In 2012 Guy ventured into Russia and set up IXcellerate, foreseeing the growth of the Russian data centre market in what is Europe’s largest Internet market (80 million users) with investment by the IFC and Sumitomo Corporation. Despite Western sanctions on Russia, IXcellerate has attracted some of the biggest global names in Internet, E-commerce, Gaming and Financial markets.

    Guy’s influence over the data centre market does not stop there and with many upcoming new projects, Guy is frequently asked to advise newcomers into the market as well as consult some of the existing well-known players within the industry. His IDC-G group has helped a number of emerging markets data centre operators such as MainOne (Lagos, Nigeria) and Telconet (Ecuador).

    Guy is also non-Executive Director of Athens’ leading data centre operator Lamda Hellix.

    Guy graduated in 1986 from Oxford Brookes University with a BSc in Engineering.
