The Conference

"Personal Data Protection"

The Conference "Personal Data Protection" is an annual event organized by Roskomnadzor.

Over the course of the Conference the current issues of all concerned parties, spanning representatives of the competent authorities and personal data operators to regular personal data subjects, will be discussed.

PURPOSE:

Exchanging information, professional experience, and opinions regarding issues related to personal data protection.

OBJECTIVES:

  • Opening a direct dialogue between a competent authority for personal data protection and personal data operators, leading telecommunication industry players, and online communities.
  • Discussing new ways of effective collaboration between state authorities and the business community to provide progressive growth of the telecommunication industry and information technologies.
  • Developing future-oriented proposals and initiatives regarding control and supervision of personal data protection, as well as mutually acceptable standards of enforcing legislative innovations in personal data protection.
  • Explaining special functions of the competent authority for personal data protection performed currently and in the future.

ISSUES UNDER DISCUSSION:

  • Personal data economy as a key factor determining how digital technologies develop;
  • Legislative support for the state to control how big data comprised of user data is processed;
  • Updating and harmonising national legislation as part of the process of ratifying the Protocol to the modernised Council of Europe’s Personal Data Protection Convention - “Convention 108”;
  • GDPR: taking pan-European approaches, including the example of countries which are not members of the European Union;
  • Personal data depersonalisation and anonymisation: methods, requirements, and experience. Processing depersonalised (anonymised) data: the balance between the data processor’s interests and citizens’ rights;
  • The Internet as an environment which presents new challenges and threats to people’s private lives;
  • Localising personal data bases in the context of cross-border data flows;
  • Citizens’ rights in the area of personal data: specific ways of exercising and protecting them;
  • The Institute of the Data Protection Authority: problems and priority tasks in the context of digitalisation.

EXPECTED RESULTS:

The exchange of international experience in the protection of the rights of subjects of personal data, setting new business contacts with foreign colleagues, the analysis of law practice, development of suggestions for regulatory scope of protection of the rights of personal data subjects.
